The Secretariat of State Government and Strategic Management (SEGOV) is an integral body within the Government of Mato Grosso do Sul. SEGOV is responsible for coordinating, monitoring, and integrating government programs and actions, such as supporting relations with other branches of government, other states, the Federal Government, and foreign countries. The Secretariat is also responsible for formulating and coordinating policies for international negotiations and the fundraising of financial resources for state public sector programs and projects. As a management body, SEGOV develops and executes programs and actions aimed at improving all areas of the state government and monitors the actions of government entities, using the goals and priorities outlined by the government’s program as a benchmark.

Mato Grosso do Sul Secretariat achieves 100% of goals with SoftExpert support

Challenge

The Government of Mato Grosso do Sul sought to ensure continuity in governance through project efficiency, competency management, contract management, and alignment with the PPA (Pluriannual Plan) strategies.

The Solution

To tackle these challenges, since 2016, all state government secretariats have been supported by SoftExpert technology across 30 business units for project and indicator management. Approximately 25,000 civil servants use the digital tool to assess competencies and performance in their roles, aligning them with the institutional competencies required for each position within their respective area of responsibility.

Results

With the support of SoftExpert, secretariats in the State of Mato Grosso do Sul achieved excellent performance in managing their PPA projects. The Department of Education (SED) achieved 100% of the targets outlined in the Management Contract for 2022. The Department of Human Rights, Social Assistance, and Labor (SEDHAST) reached 97%, and the Department of Environment, Economic Development, Production, and Family Agriculture (SEMADESC) achieved 96% of the targets agreed upon in the 2022 Management Contract.

SoftExpert’s contract management platform helped renew government plans and initiatives, boosting the continuity and effectiveness of policies. In addition to project planning, another ongoing process since 2017 is the Individual Development Management Plan (PGDI), which serves as input for Competency Management and represents a cultural shift within the civil service, posing a significant challenge for the Government.
