The Secretaria Municipal de Finanças da Prefeitura de Pinhais (SEFIN) is the Executive Branch body responsible for planning, executing, and evaluating the municipality’s financial, accounting, and tax policies. Its main attributions include the management of public revenues, tax collection, and control of municipal finances. SEFIN manages public funds — from their entry to their transfer to other secretariats, which transform these resources into actions and projects aimed at the population’s needs. The Secretariat is also responsible for preparing the City Hall’s planning instruments (PPA, LDO, and LOA) and rendering accounts to society and to internal and external control bodies regarding the execution of government actions.

Excellence in practice: how Pinhais City Hall professionalized its management with SoftExpert
When it comes to public administration, transparency, efficiency, and planning are more than just words: they are commitments to the population. It was with this spirit that the Municipal Secretariat of Finance of Pinhais City Hall (SEFIN) decided to transform its way of working.
Responsible for planning, executing, and evaluating financial, accounting, and tax policies, SEFIN plays an essential role: ensuring that public resources are well-managed and converted into real benefits for the population. But how to organize so many responsibilities into a modern, agile, and efficient model?
🧩 The challenge: structuring management towards excellence
With adherence to the Public Management Excellence Model (MEGP) and the launch of the strategic planning implementation project, the Secretariat recognized the need for a robust technological solution. More than spreadsheets and manual controls were required: the goal was to integrate processes, measure performance, and expand the strategic vision with security and control.
That’s when SoftExpert came in.

The journey began with the adoption of the first SoftExpert modules aimed at Project Management, Process Mapping, Indicators, and Workflow, bringing more control and visibility to the Secretariat’s activities. With the maturation of the strategy and a growing focus on managerial excellence, SEFIN expanded the scope of the solution and began using SoftExpert Suite in an integrated manner, adopting all platform features to support the consolidation of a more efficient, standardized, and results-oriented public management.
The strategic decision allowed for the expansion of the platform’s use to all organizational units, ensuring that at least one multiplier in each sector could directly participate in process mapping — one of the pillars of the management improvement plan.

“It is possible to be excellent without ceasing to be public.” This phrase, extracted from the Reference Document of the National Public Management and Debureaucratization Program (GESPÚBLICA), well summarizes the role that SoftExpert Suite has played in supporting Pinhais City Hall’s Finance Department in fulfilling its mission: “To promote resource management, aiming for excellence in public service in the Municipality of Pinhais.”
According to Lincoln Américo, Planning, Strategic Management, and Quality Manager at the City Hall, the requirements of the Public Management Excellence Model (MEGP), promoted by the Ministry of Planning, Budget, and Management, have been successfully applied to improve SEFIN’s practices, through GEPEQ and with the support of the SoftExpert suite.
He adds: “For this, SoftExpert Performance, Action Plan, Project, and Process modules were used, always with the objective of making the execution of the Management Improvement Plans, developed annually from Self-Assessment Workshops, effective.”
The implementation brought concrete advancements:

More than technology, what was consolidated was a new management culture. The planning and execution of Annual Management Improvement Plans were enhanced, following standards defined in a Process Management Manual.
